Shell - over charged on propane

I received 8.9 gallons of propane per the meter and I was chardged for 10.0 gallons of propane. One of two 5-gallon propane tanks was completly empty which only received 4.5 gallons and the second 5-gallon tank took 4.4 gallons of propane. The attached receipt shows a total of 10.0 gallons of propane received. This has happened several times. My complaint goes without consideration by management. The attendent told me (a woman) that this was how she was supposed to do it.
