WebSupportCenter.com review: eyelash and eye cream

Trying to return product to Health and Beauty Merchant only to discover that my purchase of $89.85 will be refunded a whopping $31.44. They get to keep 2/3 of my money and the product. Is this even legal? I asked why only a few dollars are refunded and their response was it's it in "terms and conditions". Ok, now we know what crooks are out there so please beware.
